Robert T. Fontaine was appointed Principal Counsel to the Maryland Lottery and Gaming Control Agency and Commission in May 2008. In this capacity, he manages the legal affairs division for the Agency and Commission and their regulation of the state?s traditional lottery, video lottery, casino, and instant bingo programs. Mr. Fontaine has represented the Agency and Commission since the inception of Maryland?s casino program. In addition to his responsibilities with the Agency and Commission, Mr. Fontaine serves as counsel to the state?s Video Lottery Facility Location Commission, an independent body that selects the operators of the state?s six casinos. Previous assignments in the Office of the Attorney General of Maryland included representation of the Governor?s Office of Crime Control & Prevention, the Department of Juvenile Services, and the Department of Health and Mental Hygiene. Mr. Fontaine was a recipient of the Attorney General?s Exceptional Service Award in 1994. Prior to becoming an attorney, Mr. Fontaine taught elementary school and was both a direct care worker and a case manager for individuals with developmental disabilities. Mr. Fontaine received a B.A. with high distinction from the University of Rhode Island and is a graduate of the University of Maryland School of Law.
