We are so pleased to be having our first in-person event since Munich in September of 2019! This event will consist of expertise from all areas in the gaming sector, including updates on tribal and international gaming, distributed gaming, igaming/ilottery, esports, and more. The goal of IMGL is and has always been to shape the future of gaming law by providing guidance regarding evolving issues in the gaming industry that are of interest to legislators, regulators, and others in the industry.

The Gaming industry world over went through an interesting mix of experiences during the COVID-19 pandemic and the Australasia region had a similar story to tell. While bustling cities with casinos turned into ghost towns, roaring stadiums and arenas fell silent, the internet stood strong paving the way for online gaming to boom in several countries within the region. Amongst the games, skill game variants took the fancy of investors and operators alike and populous countries like India unravelled the true potential of online games of skill reaching new heights of popularity for consumers and attracting phenomenal investments.

The Perils and Benefits of Distributed Gaming
Traditionally gaming machines were in casinos or were illegal. Now we are in a world where gaming machines are appearing in gas stations, restaurants and lodges in states where they are legal. But they are also appearing in the same locations where the games are illegal or where the law is somewhat vague as to their status. 2020 was a banner year for M&A transaction in the Gaming and sports betting, particularly in the interactive space. Just some examples: Penn National acquires Barstool Sports; Stars acquired by Flutter; SBTech acquired by Draftkings; Bally’s acquisition of Bet.Works and the announced acquisition of Gamesys; Bragg Gaming acquires Oryx; GAN acquired Coolbet; Caesars-William Hill combination. And the list goes on and on.
What does 2021 hold? Are there any targets left? And what of the SPAC craze? Draftkings, Golden Nugget, Rush Street, Genius Sports jumped on the SPAC bandwagon, and many others are following. As more States legalize sports betting, more Native American Tribes are looking to get in on the game. As a Class III game under the federal Indian Gaming Regulatory Act, sports betting must be authorized by the Tribal-State Compact. This panel of experienced Tribal law practitioners, regulators, and industry experts will discuss, among other things, how sports betting may be offered at Tribal casinos pursuant to new or amended Compacts, mobile wagering issues on and off Tribal lands, regulatory considerations, revenue sharing, and competition with commercial casinos.

Track 2 – A new Gambling Regulator for Ireland – in the Shadow of Brexit
It’s an exciting time for Ireland and its burgeoning gambling market now valued at approx €8 billion annually. But the elephant in the room is the lack of regulation for the sector. By contrast and just across the Irish Sea , the UK has had a Gambling Commission in place for over 15 years and has in recent years, hardened its regulatory enforcement of the gambling laws. What lessons can Ireland learn from its culturally similar neighbour, in undertaking the establishment of a new independent regulator to be in place by Q3 2021. While Minister James Browne has provided an initial budget to fund the establishment of the new Irish regulator, and intends that it should have a staff of up to 100 people, are there pitfalls that a new regulator can avoid, borrowing from the UK experience.
Did the UK get everything right when its Gambling Commission was set up. Are there things that might have been done differently in the UK and what about the creation of a new regulator from scratch – is that a daunting challenge or a great opportunity for Ireland. Will Brexit make any tangible difference to the job that an Irish regulator will have to do or will the ‘good neighbour’ principle necessitate close co-operation, even though the UK is now outside of the EU.
To discuss these issues, we will bring together spokespersons from business, law and regulation, to give their views on these and related topics. ”

Wagering on eSports and Alternative Events, and Integrity
It is no secret that lawful wagering on traditional sporting events and leagues has continued to proliferate across the United States, but some jurisdictions have also allowed wagering on eSports events and other alternative events, such as award shows. While certain states have welcomed eSports and alternative event betting with open arms, others, including some in which sports betting already is permitted, have taken a more deliberate approach or prohibited such wagers altogether. Other states include prohibitions on wagers involving in-state collegiate sports teams.
The panel will evaluate the current and future landscape for such wagering in the U.S., whether integrity concerns or other issues may be holding back the market, and what regulators look for in approving wagering on novel events or new sporting events and sports leagues. The panelists will also explore how sports and eSports leagues and teams ensure the integrity of their events.

COVID/Post-COVID Update
Operation and regulation of the casino industry is built on the assumption that once opened, casinos would operate 24 hours a day, seven days a week. In early 2020, the unthinkable occurred, jurisdiction by jurisdiction casinos were shut and locked down – for many gaming establishments, for the first time ever. Even more difficult than shutting down may have been the process of opening back up in a world of social distancing, capacity restrictions, new safety measures and equipment and other public health requirements that impacted all aspects of brick and mortar casinos from the gaming floor to the buffet and valet. The unprecedented global pandemic left the gaming industry to confront numerous uncontemplated, and often existential, operational and social issues. It required operators big and small, as well as regulators, to pivot, adapt, and rethink approaches to otherwise well-established philosophies and practices.
This panel, comprised of both regulators and industry operators, will discuss these challenges and look at which regulatory and business decisions worked well and those that did not as well as explore the collaborative approach between the operators and regulators to ensure the survival and long-term sustainability of the industry, its workforce and tax revenues. What have regulators and the industry learned and what has changed forever?

Anthony Gaud, Chief Executive Officer and Founder, G3 Esports, USA
Anthony is an Emmy-Award winning entrepreneur and media executive with a 25-year career working with top level entertainment and technology companies. His professional history is highlighted with significant partnerships with The Walt Disney Company, Comcast, Microsoft Games, Viacom, Hasbro, and Nexon South Korea.
His accomplishments encompass $52M in exits and acquisitions for startups that include a F2P game development studio, an intellectual property development company and a children’s VOD and digital platform partnership with Comcast. His projects have won, and been nominated for, multiple Emmy, Hugo and Pulcinella awards. His wide ranging executive experience spans interactive games, television programming, and media platform technology development as well as esports.
In 2018, Anthony secured the first public-private esports partnership in the country with Atlantic City’s Casino Reinvestment Development Authority with events that included the 2019 CSL Grand Finals, the Halo Classic and the Esports Travel Summit. Anthony also founded Conference One, the nation’s first varsity-level collegiate esports league which launched its inaugural season featuring competitions with over 60 universities including Penn State, Rutgers, Texas A&M and UC Irvine.
Anthony is the founder and Chair of the American Heart Association Youth and Gaming Task Force, subsequently formalized as Revive. He is an executive board member of the Atlantic City Chamber of Commerce and an expert witness for trial cases related to the video game industry.
Ali Bartlett, Attorney, Bose McKinney & Evans, USA
Ali Bartlett is an attorney in the Gaming Group at Bose McKinney & Evans. She also serves as a vice president in government relations with Bose Public Affairs Group. Ali assists clients in policy, regulatory compliance, and licensing matters within the casino gaming and state lottery industries. She also has experience in legislative lobbying, municipal law, government procurement and general government regulatory work and administrative law. Ali is a member of International Masters of Gaming Law.
During law school, Ali was a member of the Moot Court Order of the Barristers and served as an appointed member of the Student Bar Association, a representative to the Dean’s Student Advisory Board and president of The Federalist Society. Ali also published an article in the Gaming Law Review as a law student, entitled “The Future of Sports Betting in the States: A Gamble on Federalism and the Growth of the Gaming Industry.”
Prior to practicing law, and during law school, Ali served as a legislative assistant for the Indiana House of Representatives, where she provided policy assistance to three state representatives: Representatives Holli Sullivan (Evansville), Hal Slager (Schererville) and Dave Wolkins (Wabash).
Birgitte Sand, CEO, Birgitte Sand & Associates ApS, Denmark
Birgitte is a senior advisor in gambling regulation and was most recently head of the Danish Gambling Authority. She has over 25 years’ experience in government leadership positions, encompassing restructuring, legal change and digital transformation. Birgitte comes with international experiences from tireless international cooperation and sharing of knowledge. Patron of IAGR and awarded “European Regulator of the Year” by IMGL. Birgitte is a strong supporter of a dialogue-based relationship between regulators and the gambling industry.
Brandt Iden, Head of Government Affairs, Sportradar, USA
Brandt is a graduate of Kalamazoo College with degrees in Political Science & Economics. Gaining a diverse education from Kalamazoo College offered Brandt a unique perspective into the relationship between citizens, businesses, and all facets of government.
Driven by a strong work ethic and entrepreneurial spirit, Brandt became a partner in Baron Builders Inc., a real estate development company shortly after he finished college. Utilizing his real estate experience and the knowledge gained from his time at Baron Builders, Brandt began a new venture and is currently the president of Identity Management & Consulting Inc., Real Estate Management Company.
Brandt is a former Kalamazoo County Commissioner, having served in this position for two terms before his election to the House of Representatives. He is passionate about community engagement, economic development, and ensuring that kids have the tools that they need to succeed professionally later in life. Brandt has dedicated himself to local organizations that focus on youth empowerment, financial education and developing community leaders. He has served on the boards of Junior Achievement of Southwest Michigan, a nonprofit organization that gives K-12 students skills for career readiness and financial literacy, as well as Big Brothers/Big Sisters of Greater Kalamazoo. Brandt strongly believes that educational enrichment for kids is a fundamental component of community involvement, and that engagement, both inside and outside of the classroom, are the cornerstones for students’ success.

Caitlin is an Associate General Counsel at the Massachusetts Gaming Commission. Former Executive Director of the Massachusetts Gaming Commission, Edward R. Ed was appointed head of the Massachusetts gaming regulatory system just a few years after the state legalized gaming. As Executive Director, Ed guided the opening of the state’s two major resort casinos which have a combined investment of over $3.4 billion. Eileen O’Brien, Commissioner, Massachusetts Gaming Commission, USA
Commissioner Eileen O’Brien was appointed to the Massachusetts Gaming Commission by Attorney General Maura Healey in March 2018. At the time of her appointment, AG Healey cited O’Brien’s extensive experience in criminal investigations and enforcement.
Before joining the Commission, Eileen O’Brien served as Director of the Audit, Oversight and Investigations Division of the Inspector General’s Office. Her role included overseeing investigations related to allegations of fraud, waste, and abuse of public funds.

Gayle Cameron, Commissioner, Massachusetts Gaming Commission, USA
Commissioner Cameron was appointed to the Massachusetts Gaming Commission in April of 2012 by Governor Deval Patrick, Attorney General Martha Coakley and Treasurer Steve Grossman. She was reappointed to a second term in 2016 by Governor Charlie Baker, Attorney General Maura Healey and Treasurer Deborah Goldberg. Commissioner Cameron has oversight and advisory responsibility for investigations, licensing and horse racing.
Prior to her appointment to the Massachusetts Gaming Commission, Gayle Cameron worked as a public safety consultant after a distinguished career with the New Jersey State Police. She retired as a Deputy Superintendent, the second highest rank.
Prior to her retirement, Lieutenant Colonel Cameron commanded the Investigations Branch which had authority over the areas of: casino regulation, specialized investigations, intelligence gathering and analysis, and forensic sciences. In this position she held the agency’s top security clearance and interacted on a regular basis with the US Attorney from the District of NJ, the State’s Governor, the NJ Attorney General and was the primary liaison with all federal law enforcement agencies.
Commissioner Cameron’s gaming experience began as an undercover operative while conducting casino criminal and organized crime investigations. She also gained valuable expertise as a detective vetting individuals and companies during the application process for licensure to Atlantic City’s casinos.
Commissioner Cameron has also been called upon to sit on numerous promotional boards both in the United States and abroad. She was appointed to serve as a Commissioner for the Commission on Accreditation for Law Enforcement Agencies (CALEA) which evaluates police agencies’ best practices both nationally and internationally. She is a founding member of New Jersey Women in Law Enforcement and frequently serves as a panelist for the international association of Chiefs of Police and the National Center for Women and Policing.

Joe Kelly is a Partner with A&L Goodbody Solicitors in Dublin, one of Ireland’s largest law firms. Joe Weinert has been analyzing the gaming industry since 1996. At Spectrum, he is a project director, analyst and researcher for studies for private- and public-sector clients worldwide. Karen Sierra-Hughes, Vice President, Latin America & Caribbean, GLI, USA
Karen Marcela Sierra-Hughes is a Panamanian attorney with a Master’s in Commercial Law and Specialization in Public Law. Before joining GLI, she practiced Law in one of the most prestigious law firms in Panama and was later appointed as Legal Director of the Panama Gaming Control Board. She has been with GLI since 2004, developing new gaming jurisdictions throughout Latin America and the Caribbean while driving GLI’s strategy for both regulatory and business development as well as managing GLI´s service delivery to the region’s operators and suppliers. With her law degree and gaming regulatory experience, one of Sierra-Hughes’s main goals is to help the regions’ government agencies in their efforts to improve the regulatory landscape providing valuable advice that will lead to develop policies, laws and regulations. She holds education certificates from international organizations including the FBI, UNLV and US Treasury’s OTA. Karen Wells, Director, Investigations and Enforcement Bureau (IEB), Massachusetts Gaming Commission, USA
Director Wells has been with the MGC since 2013, serving as Director of the Investigations and Enforcement Bureau (IEB). During her tenure with the MGC, she has also served twice as Interim Executive Director, most recently leading the MGC staff through the COVID-19 pandemic, working to support an orderly temporary suspension of gaming in the Commonwealth—and subsequently a safe re-opening of casinos in July 2020.
In her role as Director of the IEB, Ms. Wells’ work focused on protecting the public interest and ensuring the integrity of legal gaming in Massachusetts by leading the regulatory enforcement of the Expanded Gaming Act. On behalf of the MGC, she was also responsible for facilitating law enforcement activity involving the Massachusetts State Police, the Alcohol Beverage Control Commission, the Massachusetts Attorney General’s Office and other local, state and federal law enforcement partners.
Prior to joining MGC, Ms. Wells most recently served as the Undersecretary for Law Enforcement at the Massachusetts Executive Office of Public Safety. As Undersecretary, Ms. Wells directed the functions and administration of the Massachusetts State Police, the Department of Public Safety and the Municipal Police Training Committee. The Department of Public Safety is a regulatory, licensing and inspection agency, charged with the oversight of numerous activities, businesses and professions. Ms. Wells also coordinated with federal, state and local public safety officials to enhance cooperation on all policy and operational matters. During her tenure as Undersecretary, she also served as secretariat lead for gaming-related issues. In 2008, Ms. Wells functioned as the commonwealth’s Senior Counsel for Law Enforcement and Fire Services and was responsible for managing policy development and implementation of programs relative to crime prevention, emergency management and public safety.
In 2007, Ms. Wells served as Deputy Chief of the Public Protection, Anti-Terrorism, Corruption and Technology Unit at the Middlesex District Attorney’s Office where she prosecuted high-level narcotics and white-collar crimes. Previously, she served as Assistant Attorney General in the Criminal Bureau of the Massachusetts Attorney General’s Office assigned to the Special Investigations and Narcotics Division.
In 1994, Ms. Wells began her career as an Assistant District Attorney at the Middlesex County District Attorney’s Office. Wells graduated with a law degree from Boston University School of Law in 1994. In 1991, she graduated from Colgate University with a Bachelor of Arts Degree in English. Wells is also the recipient of several commendations and distinguished service awards including the Massachusetts State Police Superintendent’s Commendation for her contribution to a wiretap investigation of a major state narcotics investigation.

As Executive Director of the Indiana Gaming Commission, Sara Gonso Tait is the chief regulator of Indiana’s 13 casinos, an industry that brings in more than $500 million in tax revenues each year (Indiana’s fourth largest source of revenue) and employs over 12,000 people. Appointed in June of 2015 and reappointed by Governor Eric Holcomb in 2017, Sara manages an agency budget of $29 million and oversees 240 Indiana Gaming Commission employees, including two police divisions. The agency also oversees a $375M charity gaming industry and boxing and mixed martial arts.
During Sara’s tenure, the gaming industry has seen significant modernization, growth, consolidation, and investment, all of which Sara has successfully overseen and implemented. Sara’s culture of high performance, while upholding strong regulatory standards and meeting the demands of statute, has led to a progressive and favorable regulatory market. Responsibilities have included overseeing land based casino openings, implementing new legislation, and introducing paid fantasy sports and cashless wagering. Most significantly during Sara’s leadership, Indiana created a nationally recognized regulatory approach for sports betting and launched on a tight timeline. Scott completed his undergraduate education on a debate scholarship at Arizona State University. He graduated magna cum laude with a Bachelor of Science degree in Economics in 1980. As the County Counsel, BPIII has orchestrated the consolidation of the Office of Consumer Protection and the Office of Weights and Measures into one as well as amalgamating the County Adjusters Office in order to streamline and bring more efficiency to County government. He has also drafted Passaic County’s first Ethics Codes, which is the strongest in the state of New Jersey, by which the County abides.
Along with these distinctions, BPIII also is a member of the National Council of Problem Gambling Federal Affairs Committee and serves on the Board of Directors for the New Jersey Community Development Corporation, Habitat for Humanity, Juvenile Diabetes Research Foundation, and the United Way of Passaic County. He serves as Founder, Board Member and Faculty of the Seton Hall University Law School’s Gaming, Compliance & Integrity Bootcamp, a Trustee for GVC Foundation US, and as a Member of Betegy, LLC, Warsaw Poland Supervisory Board of Directors. The political web site, InsiderNJ, consistently names BPIII in their Power List of top 100 political players in New Jersey. BPIII was recently named to the 2018 Insider 100 Policymakers list.
